Horwich Loco Works

Acting on behalf of Horwich Vision (a partnership between Bluemantle and Orbit / Emerson) HOW Planning has submitted a hybrid planning application for a 76ha, residential led mixed-use development has been submitted to Bolton Council.

The scheme (one of the largest in the North West in recent times) involves the regeneration of the former Horwich Loco Works in Bolton and has the potential to deliver a mix of uses including up to 1,700 new homes, community and employment uses, public open space and supporting infrastructure.

The hybrid application includes an outline planning application, which covers the majority of the site for residential and employment uses and a change of use application within an area of the site designated as a Conservation Area.

Key elements of the scheme include a new residential community which will, over time, deliver up to 1700 new dwellings; a new employment zone covering 4.5 ha and providing approximately 180,000 sq. ft. of floor space; and a central Heritage Core area which will retain an element of the former Loco Works buildings.

HOW previously provided planning advice in respect of the proposed strategic allocation of the former Horwich Loco Works following approval of the Bolton Core Strategy. HOW represented Horwich Vision at the Core Strategy Examination in Public which proposed the allocation of the former Loco Works site for a sustainable new residential led community and - together with Horwich Vision - worked closely with Bolton Council, English Heritage and Horwich Heritage to develop plans to open up the site.
