Harker Industrial Estate Residential Scheme

Acting on behalf of Kingmoor Park Properties Limited, HOW Planning has secured outline planning approval on appeal for up to 300 new homes at Harker Industrial Estate in Carlisle; a former Ministry of Defence piece of land.

The site was allocated for residential development in Carlisle City Council’s Local Plan, but the planning application was initially refused by the Council’s planning committee, against officer recommendation. The initial decision was given on the grounds that the proposal would make an inadequate contribution towards education provision and would fail to achieve a mixed and inclusive neighbourhood due to a lack of affordable housing provision.

However, the Inspector concluded that the proposal would make an appropriate contribution towards meeting identified local housing needs, including affordable housing, resulting in outline planning approval being granted on appeal.

The Inspector’s decision will help kick start the redevelopment of what is an allocated, brownfield site which will provide much needed family and affordable housing in Carlisle.
