Buckshaw Retail-Led, Mixed Use Scheme

HOW Planning secured planning permission on behalf of Aldi Stores Limited and Primrose Holdings Limited for a new Aldi foodstore, community centre and divisible retail unit at a prominent site at land off Ordnance Road, Buckshaw Village.

Plans for the 1,725 sqm foodstore, 298 sqm community centre and 334 sqm divisible retail unit were granted unanimous approval at the Chorley Borough Council Development Control Committee on 26 May 2015. The scheme represents a multi-million pound investment that will create approximately 50 jobs.

The new Aldi foodstore is one of over 20 sites HOW has secured planning permission for new Aldi stores across the North West and Yorkshire. The provision of the community centre will address identified capacity issues at the existing community centre in Buckshaw Village.

Extensive pre-application discussions and consultation took place with Chorley Borough Council and the general public. Feedback received was positively addressed with iterative improvements made to the scheme. It is considered that the scheme was recommended for approval by Council planning officers due to this proactive approach to engagement, in conjunction with a high quality scheme that will benefit local residents. Moreover, there were no objections from consultees and over 370 letters of support from the general public.

The scheme offers the guarantee of deliverable economic development on a site close to Buckshaw Village District Centre within a short-term timescale which will boost the local economy and assist Buckshaw Village in attracting further investment.

The community centre will promote community cohesion and relieve the capacity issues at the existing community centre in Buckshaw. It will also ensure community groups have access to available space to carry out their activities. Provision of the community centre was considered by Council planning officers to be a significant benefit of the proposals.

The scheme will also offer the provision of free car parking which will enhance the prospect of linked trips between the development and surrounding existing businesses.
