Bridge Street Regeneration

Having secured outline planning approval on behalf of Muse Developments and Warrington Borough Council, HOW Planning has successfully represented its client at a one day inquiry to determine the compulsory purchase of Time Square in Warrington. The positive decision paves the way for the mixed-use regeneration scheme to go ahead, due in 2019.

Muse appointed HOW as lead planning and environmental consultants for the extensive regeneration scheme planned for Warrington’s Bridge Street Quarter, and HOW worked alongside a team of experts to develop a masterplan for the site which forms part of the Council’s wider plans for the town centre.

To fulfil the scheme, it was necessary for Communities and Local Government to compulsorily acquire and redevelop the Time Square area of the town. The CPO went to a one day inquiry, to which Jon Suckley, Partner at HOW Planning, presented evidence. After one objection was formally withdrawn, the CPO was confirmed by Sajid Javid, Secretary of State for Communities and Local Government, and took effect straight away.

The works to the Bridge Street Quarter are part of a 25 year strategic masterplan for Warrington town centre, and will include the construction of a 13 screen cinema, restaurants and cafes, new council offices, a multi-storey car park and a new indoor market hall. A new public square will create a new heart to the scheme and will complement the new market, creating a revitalised attraction within the town centre.

The Bridge Street scheme will act as a major catalyst for the on-going regeneration of Warrington town centre. It will make a significant contribution to the town, bringing employment opportunities, new leisure facilities and massively improving the surroundings in a part of the town that will benefit from the investment that is being made.

Detailed planning applications have been submitted for the various phases of the scheme and approval is in place for the first built elements namely a retail building and a c.1,200 space multi-storey car park. Construction work on the scheme is now underway.
